3R is a programming notation whose emphasis is on simplicity rather than on power for its own sake. This report contains a precise but rigorous definition of the syntax and semantics of a notation capable of describing non-trivial programs with great clarity.

3R has been used for, among other things, the description of a 20000 statement FORTRAN program.
